Grovetown Foster Parent Accused of Inappropriate Conduct
A Grovetown foster parent has been accused of exchanging explicit photographs of himself with a minor over the internet.
Grovetown Police Chief Jamey Kitchens says 39-year-old Robert Neild Busler was taken into custody Thursday at 4 pm. He was charged with one count of Obscene Internet Contact with a Child and was taken to the Columbia County Detention Center.
“Through internet chats, Mr. Busler has also openly expressed a desire to meet up with minor children at motels as well as accompany them to various Anime and Comicon festivals in the Atlanta area,” said Kitchens.
During the investigation, Kitchens said it was also learned that Busler serves as a foster parent and has had several children in his care. One was currently staying with him, but was removed from the home and placed in protective care by the Department of Family and Children Services.
The child, as well as the others previously in Busler’s care, will be interviewed by the Child Advocacy Center.
Kitchens said a search warrant was executed at Busler’s home last night and several electronic devices were seized. A forensic search of those items will be conducted and it’s likely more charges will be filed.

“As this is an ongoing investigation, the Grovetown Police Department encourages anyone whose children may have had contact with Mr. Busler to reach out to us. Some online communications indicate that there could possibly be others who were not in his direct care that may have been solicited or taken advantage of,” said Kitchens.
The Grovetown Police Department had the assistance of the GBI, Columbia County Sheriff’s Office and the Cherokee County Sheriff’s Office with the investigation. They also partner with the Georgia Bureau of Investigation Internet Crimes Against Children Task Force.
